Change in the distribution of TV rights. According to the Melandri Decree, starting from this year football clubs are no more allowed to autonomously sell TV rights on the games. The aim is to get to a distribution system like the British Premier League in which the supporters parameter becomes strategic. It has been planned to allotting 40% “in equal parts”, 30% according to the “number of users”, 25% of which for the so-called “supporters share” attributed according to the number of fans calculated as the weighted average of three surveys carried out by leading marketing research companies, and 5% for the so-called “population share”, calculated according to the number of citizens living in the municipalities of reference for each sport club, according to the last Istat census. The last survey carried out by Format-Ricerche di mercato and Institute Sporteconomy (referred to the 2009-2010 football championship), revealed that in Italy there are 37.63 million football fans, among which 19.34 million declared to cheer for A and/or B Series teams.
