Preventing and addressing increasingly complex criminal threats, both physical and digital: strengthening collaboration between banks, institutions, police forces, and the Italian Post Office
Strengthening collaboration between banks, institutions, law enforcement agencies, and Poste Italiane to prevent and address increasingly complex criminal threats, both physical and digital. This is the goal of the new Framework Protocol promoted by the Ministry of the Interior, together with ABI and Poste Italiane.
The Protocol updates and strengthens public-private collaboration, introducing an integrated security model that combines crime prevention, operational resilience, and protection from cyber threats.
“Safe Territories” Observatory
Among the Protocol's key innovations is the "Territori Sicuri" Observatory, established at the instigation of the Italian Banking Association (ABI), in agreement with the Prefectures. This permanent steering committee involves the Italian Banking Association (ABI), OSSIF (Italian Banking Federation), banks, Poste Italiane (Italian Post Office), Prefectures, and law enforcement agencies. Its mission is to foster information sharing, develop joint preventive actions, and strengthen a unified understanding of local crime. The Observatory is already operational in Bari, Turin, Rome, Milan, Bergamo, Treviso, and Brindisi, and the new Protocol further consolidates and extends this collaborative model.
Increasingly advanced collaboration tools
"Threats are constantly evolving and require increasingly advanced collaboration tools. With this Protocol, we are strengthening an integrated and participatory security model that brings together the skills, information, and operational capabilities of institutions and private operators," said ABI Director General Marco Elio Rottigni. "The establishment of the 'Territori Sicuri' Observatories represents an important step because it will allow us to develop an even deeper understanding of the risks present in our communities, fostering synergies and more effective and targeted prevention efforts to protect citizens, businesses, and operators."
The new Protocol also pays particular attention to new cyber-physical threats, customer fraud, risks arising from the malicious use of artificial intelligence, and the promotion of a more widespread culture of security.
As part of this commitment, OSSIF, the ABI Research Center on Crime Prevention and Security, maintains a leading role in crime prevention and combating activities through its Crime Prevention Database and analysis and monitoring activities in support of prevention and security initiatives.
